i was wondering if i could use vineagar to rub down my candles before painting them  
 
any help in this matter would be appreciated

Rubbing alcohol will work. Just don't touch it after you use the alcohol oil from your hands will get back on the candle. Wear rubber or cotton gloves to avoid oil from your hands getting on the candle.
 
By the Way - Make sure what you use to rub the alcohol on the candle is lent free like and old T-Shirt.
