No.  It is water-based not oil-based.

Although I do not like to use it for my bath items... you can use it in bath salts, bath bombs, and MP soap.

some of the liquid food dye colorants will not survive the lye process without changing drastically.  It's been several years since I tried it, but I remember some of the colors turning an awful shade of gray in the finished bars; some colors just seemed to disappear in the finished soap and some colors morphed into totally different colors by the time the soap was done saponifying.

You could always try out some sample batches with different colors to see what the end results would be.  When I tried it, I made one small batch of cp soap - brought it to trace and divided the traced batch between several empty frozen juice containers.  Then into each half-filled juice container I mixed a small amount of different liquid food dye.  I didn't keep the results on how the different colors did, so I'm not really any help there.  I just remember that overall, I wasn't thrilled with the results and decided to go with other colorants instead.

Most food colorants are FD&C colors and will work OK. All FD&C type colors (even ones made for b&b) might change color on you. The B&B ones are a bit stronger and won't fade as much, but they do tend to migrate over time if you try to do swirls and such - they can bleed.

You can use other things for color - do you have any cocoa powder? Or you can use spices like tumeric. Or get totally yellow/orange bars by using carrot juice instead of water. Things like that... Or just add dill weed for a speckled look....
